Rats Raiders nude in combat

No idea why but for some reason its showing the rats raiders as naked in the combat encounters. pic for proof

This has been posted quite a few times and I am told that's the way they be. The only clothed images in the game files are group shots.

I.... know that doesn't match the descriptions. I don't know why it's this way.

In Flash, the combat busts were just the heads. But they had headgear. It looks like they were cropped from the group shot.
