Every time I use Threat Manifest manually, it does damage to all enemies like it's supposed to when it hits even though the description declares that the opponents dodged the blast zone. Sometimes it even does critical damage! It has done it six times so far: once against the Crazy Horse, once against the Lupine Warrior and Lupine Archer, once against the Marefolk Shaman and Treant, once against the Mushroom Druidess and Sporeling, once against the Packleader and Centaur Marauders, and once against the Tainted Witch and the Cultists.
