I had a question about doing art I was wondering what is the steps I need to go through to do art of the characters or do I have to make my own characters

Do you mean, getting permission to draw NPC's that exist in game? Depends on the character and what you want to do with them. I'd personally ask permission from the author(s) first just to be sure. Other than that, there's no other restriction.
