Purpose of Shekka "Infertility" option?...

[ If this has already been answered I apologize; I really did spend an hour sifting through ALOT of shekka posts.] Okay so to start this off I have tried every possible route/idea I can think of [I haven't done much with mirellion.] to understand what to do about my waifu's infertility choice; I did notice her dialog about it change to her approval over knocking up Steele, but is the solution just not high enough level? or not far enough along in the game? I'd hate to go through far too much of the game only to realize too late that the answer was staring me in the face.

The only thing you're missing is that she doesn't want to fix her inability to get pregnant:
