Wasn't sure if it was my own fault, as I had cheated and teleported around. Then created a brand-new character to see if it was reproducible and it was.
My actions in order were: (Hop off the ship at FIRST-14 -> Repaired the communication station and told them to save T1-K4 -> Rerouted the power -> won the fight against overqueen Mel'Ysolte -> directly to Tavros -> straight to the bar -> talk to Shella, then assist -> then talk to Sellesy -> Verusha appeared.
(I did it once again for a third time and found that Verusha appeared after talking to Shelly once. It seems that Verusha is a person who appears after a random number of actions)
