M current codex for Liliana reads:

Liliana: Met her, Seen her naked, Encouraged her to be the same, Able to cuddle

However, I would like to be able to help her fix her arm. When I had the option of which direction to encourage her, two of the three were greyed out, and there was no way to back out of the conversation. I don't recall now why they were grayed out (either low lust or low rapport?) but I was forced to encourage her to stay the same.

Is there a way to get back to that decision or is she just locked this way?

I think that was it. Am I stuck then? There's no loop to revisit this?

Kind of frustrating to be forced to make a decision you can't revisit later based on a lack of credits when you can't even know you need credits before choosing the option.

It looks like, by the way the scene is written and set up, the only time your character can offer to pay for a new arm is on her second talk conversation and be loaded with credits (2000 to 6000 or more). Best case scenario is to save before talking to her, and reload if your character doesn't have enough money yet wants to get her a new arm.

Unless there is a new scene written allowing Steele to change that, given the variables, there really isn't much that can be done about it.
