I don't know about lactation but you can buy a "Rack" Removal from Dr. Lash on Tarkus to remove all breast rows, and leave two flat pectorals behind.

Stay at the nursery for the duration of the pregnancy before it starts no lactation. If you are trying to get pregnancy without lactation it won't work.
