Placement of Rahn kids

Is there a way to divide Steele's surrogate Rahn kids between Breedwell and the Steele nursery w/o alienating the former too much?

There's no current content for the stuff keeping the kids is supposed to affect, as far as I know. Right now, you're free to do with them what you wish, but it'll probably affect future content.
