Hm, I'm in the outskirts, where you can find a group of Mino's playing cards. The party service is sup[pose to be Ryn, Cait, and yourself, and the girls must have high libido's and submissive? I remember on my previous save filed before I restarted that Ryn was confident and not meek, when I did it with her. This time around, Cait has a 25 libido, and I have Ryn at 50, and it's not happening? Anyone got a clue?

The early patches featuring that scene had Ryn's Libido check set too low (or in fact wasn't checking it at all); it was adjusted upwards in subsequent versions to make the scene function the way it was intended to.
