The Steam version is a one-off purchase for ten dollars, backing the game is a monthly purchase of at minimum five dollars. In other words, over a single year a backer pays at least six times what a Steam purchaser does and that number just keeps going up over time. So no, expecting the Steam version to update with the backer builds is pretty nonsensical.
With the Steam version you're paying for automatic updates (and not having to download the entire package again each time), cloud saving and achievements but you're still only getting the public release updates unless you're also a backer.
