As the title says, I chose the Romance option with Tui, and the next time I slept, even though I had a full experience bar, I wasn't given the opportunity to level up. Save file included for testing purposes.

You're not at full exp in that save, you're at 1950/2000. I leveled up after the Atugia scene and a couple fights.
The bar looks full, but it'll glow a bit when you can level up. You can check your exact exp in the character tab of the journal.
Edit: Looks like the Atugia scene actually does take priority and skip over the level up option, but you can just sleep again to get it.
