First I'd like to say, thank you so much, I absolutely love Fisianna and I am happy see more of her! But holy hell, I have gone through 40+ in game days and cannot figure out what the 4th new one is, right before "Breed Her". It says I just have to lose to her in the bet, but are there other hidden requirements?

It's "Get Pegged", you have to buy a new panty with HL(it's the first one in the shop menu, Plain panty) at Mi Amour in the Merchant desc in Tavros. And then give it to Fissi. After that it's RNG matter, you have to bet until you lose and you get the scene.
