The fuck you on about? What mod? I need more information before I can answer without pulling a bunch of shit outta my arse that makes it sound like I know what I'm talkin' about.
I don't know all that much, save for that the mod was at least planned to change some of NPCs one could interact and have sex with.
main part of it was to de-dick the high number of herm/futa/Dgirls/other TiTS has, as well as change some of the girly/sissy 'male' npcs.
mod's been squashed a few times by people who found it 'sexually offensive'

Ah... that sort of mod. Well this is new to me, and, it doesn't fall on the radar even with the better search engines out there(google can suck it). I didn't know people were making or are trying to make such a mod but I did expect it at some point judging by some criticisms that were thrown about. Judging by your single quotation marks I'm guessing you share some of them. I suggest treading lightly, some people aren't as civil about this sort of discourse as I and I'm guessing someone has probably already reported this thread if I know how report-happy some people who need to grow up can be.
Some less reputable sites I know of that mods things devs never intended to be modded don't have such a thing either so you're shit out of luck on that. Unless you can contact the person making it directly somehow I don't think you're going to find it unless they upload it somewhere on a chan site or something.

I like Tits general gameplay and prefer its combat system... but shortly after ... ice planet? was first added in they not only dumped in a ton of ... stuff they changed existing NPCs on top of it.

I see exactly where this is going. This is going to be highly volatile if taken further. PM me if you want to get something of your chest. Doing it public is just gonna get you shot(metaphorically).

Well, that sucks. I swore I heard the “de-dick” part somewhere mod related, but like you said it could be gone with the past. I hope you find that mod soon tho.
Judging by Steevee's join date, they're probably referring to an early version of the Treatment on New Texas, which was....let's just say it was controversial and leave it there.
