my lust is at 60 and won't go any lower is there a way to get it to go away or is it there forever due to something

You probably have some perks or status effects that increase your minimum lust. There's quite a few of those.
You can't remove most perks. That said, you can check the statuses and see if you have a status impacting your minimum lust. Most status effects will wear off with time, though a few are instead solved with something like sex/impregnation.
