Trying to find a way to beat this fight and no luck yet, but I am starting to wonder if it's just plain bugged. Are they supposed to be immune to Lust defeat? I easily max out their lust bars but nothing happens other then they just ignore any further lust attacks after that. Combat text seems to indicate they should be ready to surrender from the lust, but the fight just continues.

Between the stun-locking and the revival mechanic I doubt I'll be capable of reducing them both to zero hp at the same time with my ranged merc using my so-so gear so if that's supposed to be the only option for defeating them then I guess I just have to take a pass on the fight this playthrough, which is a bummer :/

I can beat everything else, including Po, which leaves this fight being the toughest by a country mile which has me thinking I have to be missing something for a random encounter to be the toughest fight instead of the actual bosses.

Anyway, is it bugged? Tips / Tricks for a poor Steele in need?

Yes, they are supposed to be immune to being defeated by lust. I play tech though, so I don't have too much advice for beating as merc specifically, although they are susceptible to freezing damage. If a bunch of people think it's too tough compared to everything else, they might get a nerf though.

Well, I lucked out and just found one previous save before starting kiroquest so I could hop over to blitz kara's first and grab the aegis LMG which did the trick. That said, I think it's a bit misleading for them to be the only enemy in game I'm aware of that can suffer lust damage yet not lose to lust damage (even shock hopper loses eventually), so I'd suggest just flat making them immune to it in the first place instead of giving the false impression it's supposed to have any sort of effect. That kind of misleading interaction just makes it frustrating (not in the fun way).

They only revive once they reach max lust and start frenzying, which can only happen once. Their most powerful attacks (one is the low accuracy but otherwise guaranteed stun) require both of them to be up, so concentrate one of them first using physical damage only (they're weak to freezing but resistant to kinetic). I'd recommend 17; if they start their multi-turn grapple attack (the other of the powerful ones, but it requires them to be frenzying), you need to hit 17 to interrupt it, which is much more convenient if you're already focusing on her.

The milodan bruiser/futazon also has the same 'problem', though they're only encountered one at a time and can be fled from.
