Does she have to be fully transformed by po in order to join or am I missing something?
And is her talk option when saved always blank or is it a bug?

You can recruit non-bimbo Kiro after rescuing her; talk to her on her ship to get that option (though currently, there's no way to kick her off the ship afterwards, or to recruit her later if you don't do so initially. That stuff will be added soon).

The normal talk option when she is at bars and how do I talk to her on her ship?

Go to the hangar at Tavros and you'll see the option to go to Kiro's ship.

The normal talk option at bars is only accessible for her Canadia Station content, and is independent of (and was implemented long before) rescuing her.
