Vulriks was ROBBED before he even had a chance.
The idea of having a fence that can buy any item for a decent price is really good, but he never had a chance to be welcomes because ANNO. Anno is a pickme, why was she given the best return value and ability to buy anything? it makes all other vendors useless, especially my main man Vulriks. Why go to any vendor to sell your shit when Anno is right there and one of the easiest members to get outside chatacters like Kase.

Anno needs to be rebalanced, her conversion rate is far too high.

Vulriks has no inventory and can't be recruited. He has next to no content and is just no where near as popular as Anno. He also looks like a discount plague doctor. Vulriks is lame.

If you are just minmaxing, then Anno wins, true. If you are accepting the concepts of the game, then selling to Anno is just moving money from one pocket to another: it's SteeleTech buying your stuff, after all. If you sell to Vulriks, you are getting money from someplace OTHER than SteeleTech, AND you are helping an oppressed group get things they would not otherwise be able to get.
But I agree, like much of Zheng Shi, Vulriks is no where near a "finished", detailed state. And from the discussions on this forum, little on Zheng Shi will likely every be fleshed in further.

I'm gonna be blunt here, I think maybe they should have pumped the brakes on some things a long time ago.

This seems to be a recurring problem with the games Fenco make. They put in stuff that’s half-implemented if you’re lucky and then jump to the next big thing and never actually finish anything.
