Jasvalla at top level?

I'm at level 12, and haven't had any encounters with Jasvalla after meeting her on Tavros. I looked all over Shen, I've been looking on dhaal, but so far I haven't run into her. I know her location changes by level, if you're top level does that mean you can't encounter her until the new world is released?

Also, I still can't stand the way they set up the movement by the little arrows on the map or keys rather than the options in the larger option area. It's just clunky and crowded to me.

No, I didn't, I thought the cap was 13 now.

The latest update made it so that she still shows up - presumably on Zheng Shi - even when you're above the levels she has content written for. IIRC, she only shows up on Zheng Shi's lowermost floor.

Honestly, it's possible you've just had really shitty luck. Her encounter rate is a bit low by design so you don't end up having to push her shit in every 5 minutes.
