Yes. It's considered a special transformation. No, there won't ever be a legitimate way to be a kitsune without giving your soul in exchange.

You can become a foxmorph that looks akin to a Kitsune with one tail with a little work, but it doesn't come with any of the benefits. That's the best you can do without taking the plunge.
