Is the shrine still the only way to get 9th foxtail?

I currently have 8 foxtails, 96 int, level 10. I have both a mystic jewel and fox jewel in my inventory. I've visited the shrine in deep woods and meditated over and over, but nothing happens after meditating.

Am I doing something wrong? Or is there a different way to obtain the 9th foxtail now?

There should be also check if PC got fox ears if I not wrong so you may need check if you got aside 8 tails also fox ears. And Shrine would be needed if you want pick enlighted option as for corrupted 9-tails only need use mystic jewel (but till req. 8 tails+ears).
