Phaedra has a mandatory ship fight. I don't know if the default ship can win. You can steal a ship from Zheng Shi, and there's only one (easy, escapable) mandatory fight beforehand. That ship doesn't come with weapons, though.
There's an overhaul of ship combat coming, so that changes things, too.
