Is escaping Penny's quest hopeless?

Made a new character and I forgot exactly how strong the mining robots were in Penny's quest (fought them like 10 times). I was also dumb enough to save over my only save for this character before the ziltrap fight. Is there nothing I can do aside from restarting my character?

You might be able to use the Teleport function of the Cheat Menu to leave the area. You'll also probably want to use the Browser Console to reset the Flags (might only be possible in Firefox, Edge and several others crash when using the Console).

If your problem is specifically the Mining Robots, you could also cheat in EMP Grenades or EM Poppers, which are guaranteed to Stun the robots.

Spoiler: Cheat Menu

1. Load your Save
2. Go to the Title Screen
3. Click on the 'i' in TiTS 3 times. There should be a pop-up that cheats have been enabled.
4. Go to Options. Cheats will be the lowest tab.

First time hearing about the cheat menu. Do you mean on something like TitsEd? Or actually in-game?

I edited my post with instructions while you were writing that. It's the reason the old cheat commands don't work.

So it seems like teleporting kinda locks me out of the quest line so I guess I'll dabble with a few EMP grenades....

Did some testing on my own, and I think the EMP Grenades and EM Poppers might be bugged. They're supposed to Stun Robotic enemies.

I'm glad it worked out, anyway.
