I did the steps for it and I get to this wolf and try everything and nothing works? Like maybe i missed a single line of dialog viv said that indicates what i'm exactly supposed to do , but I got nothing. I even restarted the whole game to like let he interact with the wolf ghosts so my save wouldn't mess up anything because I thought it was glitched out.

The set is obtainable.
Once you defeated the Warg, you should go back to the Witch (or rather explore until she appears) and then an event should fire which gives Arona the set. If you did all steps (talk to Viv, defeat the Warg, talk to Viv) and still can't see the set in Aronas menu, then it is a bug.

As in you can't defeat the ghost warg Viv sends you to kill in the Old Forest, or it's bugged somehow?
Well, the set is attainable. Gear up to fight a ghost, bring a companion that does magic damage, save right before the fight, and then go to town.
Ghost warg is immune to most forms of damage. Use something that has the holy element attached to it like the sanctified Gladius or etheryn with her queenly raiment set equipped, though for the latter I don't know if it has holy attached before doing spoop quest.
