In what order are submissions added to the game?

As the title says, what is the process of selection for content to be added to the game? Is there a queue(first come, first serve), is based on which areas lack content, submissions from writers with purple names are added first(not meaning favoritism in that, more like those are "core content" that needs to be added ASAP) or it is mix of one or more circumstances?

Given that there's an entire process to go through between the 'I have an idea!' and 'It's in the game!' states, I'm going to guess that the order in which things get in has more to do with the length of the review and coding queues than almost anything else.

The real question is what gets a piece of content REVIEWED, because that's the actual roadblock to getting in-game. The answer is "whimsy."
