In Game Books?

Like the title suggests, would it be possible to have stories in game, purchasable or discoverable. This would be a good way to insert characters and expand on the TiTS universe, without having to code any of it, nor would one have to sift through the Fiction section of the website.

Heh, not quite. The fiction section has short stories and the like that have been written in the past. If more were written in the future (or submitted, natch) then it certainly could come in some form of bookstore on Tarkus or something, though I doubt we'll ever get the volume of fiction to make it worthwhile.

Would those books only expand ingame lore or may serve some other role too in some special cases? Like allowing PC get something or give tips for some thing ingame?

It could? It's all the codex, whether or not you want to make stories or other is irrelevant.
