Imora doesn't provide the discounted cost for the enchanting services for upgrading the wayfort if you become a Siorc or become Seastone's alpha/beta/friend. As far as I can tell from conversation with Zag, and some discord diving when the update went out (some folks were saying they were able to get the discount for some reason while not siorcs), this seems to be a bug that never got sorted out.
