The previous version downloaded just fine though for whatever reason the current version wont want to update to the newer one and when i deleted and tried to redownload the entire image it just stays stuck not progressing or downloading at anything (just staying as 10/2019).

Can't replicate.
You can try running the executable through a command window and then you'll see some more log output that may give us some more hints as to what is going wrong, and/or you can try manually cleaning out the imagepack cache. On windows it'll be under %appdata%\Roaming\tits and then delete the ImagePack folder.
