Illustria Po/Kiro quest no longer available?

Illustria Po/Kiro quest no longer available? I can't get it to trigger. I've been to Cand. I've finished Kally and Kiro's Picardine. I've continued to do the things that gain Kiro's confidence when I can find her. I've not gotten a notification from Dr. Po or Kiro.

One of three possibilities:

1.) Bad RNG when traveling between planets.
2.) You got the distress signal and forgot.
3.) Kiro's trust isn't high enough.

Can't say which without a save to poke around in.

You might also not be of a high enough level.

I got it to trigger with a different character. I'm going to have to go with Kiro's trust is just not high enough, because I keep meeting her around that galaxy from time to time (also her Kiro location is not in the Extra navigation locations) as it was with the character that got it.
