Ive been digging around looking trying to figure out if the level cap had been raised to 7 yet for the abbility to call the spirit cow to fights but cant seem to find an answer.

Not yet. When it happens the patch notes will say so and Savin has said he wants it to come with RynQuest, which is in the review queue and should be arriving soon.

If you want to quickly check for what's been added to the game, the wiki has a summary of all the patch notes. It's much easier than digging through the blog at any rate.
