You posted your idea in the right place. I'm sorry you haven't gotten the feedback you were looking for. That sounds frustrating.
I'm not very familiar with what kind of content gets accepted to give the best advice, but I would recommend just starting out writing up the limited interactions you have in mind for your character and shoving that into event submissions. I read that splitting up content into parts and submitting it in stages works out well.
