If you want obviously thematic powers, Cold Snap, Ray of Frost and Entropic Winds all do Frost damage. Since they also all inflict Frigid, they'd be good abilities to pair with Ryn for extra damage via Twist the Knife (and if you want to take advantage of it yourself, make a 'Magic Thief'' build) which sounds like you'd also like it since it means Ryn in the party. Oh, and Frost Arrow is another obviously boer'alvar power if you want to have an archer-type character and are fine with beating up Hethia and stealing her bow.

Otherwise there are some builds you could do to copy the feel of Alissa who seems like she'd be a good representative of a boreal elf warrior (Driving Thrust, Steady Strike and Thunder Strike), possibly with a spear for the thematic factor. Or you could make builds around Elthara's scythe or Jael'yn's greatsword. I for one am looking forward to whatever we're able to do with the latter once the quest to restore it to its proper state gets implemented.

How about a build based around fire magic? While some may view it as more ironic (or even oxymoronic) than thematically appropriate, I think it still makes sense for several reasons:
  • Using fire magic instead of ice magic in an environment where most (if not all) potential enemies are weak to fire and/or resistant to ice would give one a serious competitive advantage.*
  • Fire magic is already used in the Winter City; specifically, by the Lumian priests who use it to melt particularly heavy snowfall.
  • There's a fire temple just south-east of the Winter City, well within its former borders (and it would only be a relatively short trip away if the bridge weren't broken).
*Closely related: I was always confused as to why boreal elves have an affinity for ice magic rather than fire magic, as in such an environment evolutionary pressures would favour fire magic users and select against ice magic users. The only in-universe explanation I can think of is that it might have something to do with their low body temperature; it enables ice magic, doesn't mix well with fire magic without significant training, or both.
