I can't talk to Reaha

I been having this issue that I can't speak to Reaha when I buy her contract. No matter how many I uninstall and reinstalled the android version. Or I play the Window version and start over i can't speak to her. Anyone else is having this same issue?

Everyone has that issue until they take her to New Texas, which is what unlocks her talk options in the first place.
