So is there another whole floor to Tavros Station that I'm missing? I only ask because I can't find Inessa or the bar that Bethany runs...and maybe some other things that I thought were in Tavros station.

If you're on the Public Build (0.6.7), it hasn't been implemented yet. 0.6.10 is only for Patreon or Offbeatr backers.
Oh...OOOHHHH! Ok...that makes alot of sense...and is only slightly irritating. *sighs* *opens wallet* Guess it's off to Pateron for me then....
I can't find his Patreon any where. Is there a link to it on the homepage? And how would I access the donators version after I donate?

After becoming backer you can get if throu offbeatr (now you can't if you not pledged...ages ago) or from download tab on http://www.taintedspace.com/ - when you get backer status and give Fen info to track your account there it will get backer status along with access to downloads where you just need pick correct version for any build even newest one.
