How to you start the Deck-13 quest?

I doing a Trials in Tainted Space (version 0.8.040) run where I get all of the available crew member on my the ship. But for some reason I can't seem to get Anno. I know what quest I need to do, but I seem can't start it. How do you make to deck-13 (aka ghost deck) quest start?

That version is not on e621 (I think).
