I have Honey Wine in my inventory, but it's still grayed out. Do I need to boost my alcohol tolerance, or something?

I had to double check the design doc, you have to have beaten Kiro in a drinking game. If you didn't help Kiro, like I did on my main Steele, you're SOL on getting the drinking scene.

I saved Kiro, I have good relations with her, I've beaten her in her drinking game half a dozen times, I have a 100 tolerance, I have acquired the only "wine" item in the game, but the option is still greyed out.

Yes, I could've been more clear. I've tried pretty much everything I think. That includes every sex scene and talk option (multiple times, just in case), of course, including the nips, her getting butthurt, then making up with her (currently at 100 affinity/love/whateveryoucallit).
