How to Pull Request?

So there's a mini project coded, and I wanted to submit it for review. It was mentioned that I should submit a pull request.

Being of the 'lets do it' mentality, I went to github and was promptly bitchslapped with the backhand of confusion, about how to actually submit edits and additions to source code as a path or a pull request. Is there a simple set of steps that I'm bumbling over?

I apologize if this is the wrong forum by the way. It does involve an event submission, so I thought the shoe fit.
