How to proc Educational Help?

Is there like a percentage of how often it might proc, or a minimum number I need to do it?
Necro'ing this because there's absolutely no hints on how to trigger this quest to start. What are the conditions for starting it? Does it happen randomly? After a certain number of visits? Are there any prerequisites? Are there any quests you should NOT complete or that would otherwise block this one from starting?
Unless any insiders can give us information, I swear it happens randomly, even if carrying the weapon. I have done it twice, and one proceeded relatively fast whilst the other one gave my Champion enough time to have five more kits with Kiyoko.

I think it's completely random. I have played and restarted playthroughs over and each time varies on Kinu needing the quarterstaff. Sometimes it happens near the beginning of visiting the astral plane, sometimes it takes forever and on a few when I got Kiyoko and Kinu out the quest never came up resulting in a failed mission. Just keep on trying or just forget the quest as I don't think it has much of an impact to be honest.

i don't know how to do this like i get the staff and bring it to that dream place but there is no option to give it to her or tell her i have it and the quest dissapears idk why but when i continued nothing changed and i failed the quest
