How to get to the winter city

I've searched about everywhere and can't seem to find it. Unless there's something I need to complete in order to find it? I've already completed the royal amnesty quest so don't know where to go from there.

Go to the Frostwood, go to the Kitsune tree, go right and follow the path to the north.

I know how to get to Winter City but I cannot figure out how the fuck to get in and I can't find anything online to help. So it would be nice if someone could answer me here before I give up and delete the game altogether from annoyance and stress.

Regarding getting into the Winter City, do you mean the Palace of Ice dungeon during the main quest with Ryn? Or just the city?
