How to Get Roa for Lagon

I am currently stuck, Lagon wants me to get Roa in order for me to get the Scepter but when I approach Roa I cannot activate the scene, help plz.

Did you first paid to spend time with Roa (any option to do with him then is enough even simple talk not even need to fuck him) and then for a second time you paid to spend time with Roa and asked baout Scepter? At that second time you need to have ofc quest to find Scepter. Also I not sure but talking to Opheli after Lagon gave order to get scepter may be needed.

Yes, but I am talking about the part after you side with Lagon, he asks you to bring Roa to him but I cannot get Roa.
