How to get Fei An Strozo Encounter?

I'm on Ara's Diplomacy Mission and got the first 3 bothrioc quadommes to join the summit, but I'm having trouble getting the fourth one. According to the wiki, Fei is supposed to appear in front of the Scout Authority site in the Deep Caverns, but so far they still have yet to appear. Is the encounter completely random, is there another requirement, or is this a bug?

Go to Uveto and talk to the doc get the antidote thing then they will be in the corner next to the taxi stand.
