How to get Collar of Submission?

I've encountered Viviane several times and the prompt to purchase it does not come up. I read on the wiki you are able to purchase it from her but I don't get the option. Is it not implemented or is it a seasonal thing?

scratch that she just showed back up took her sweet time in game.
