It's probably repeatable, but only once per year without save-editing. It'll definitely only increase your max Horse-Cock allowance by 1 no matter how many times you do it; the code only tracks the last year you went to the party, not how many times you've been there. You can still get a Horse-Cock during each party if you're not already over your limit, though.
