How do I scan the treatment?

Which quest is this? Are you looking for info on the treatment if that's the case just buy some and the codex will unlock.

On the right side of the screen there should be a darker rectangle with Codex DB at the top. Underneath should be, in order:

Race: Mhen'ga
Race: Myrellion
Race: Robotic
Race: Tarkus
Race: Uveto
Organizations
Items
Medical
Fiction
