Just like in the above question, I don't know how to get that?

Like honestly, I have been playing this game almost fully by now, but never once seen this spell or know how to summon them in general?

Even once you learn it, you won't be able to use it until the level cap gets raised because it's a Level 7 power.

Anyways, you get it from the Ring of Fate quest. You need to take the Jade Teardrop back following the fight with Vacia and Bruno; there's a reason that Take Teardrop option exists. Once you've finished the quest and been given the Ring of Fate, equip it and you'll get a scene where the Champ inserts the gem into the ring. After that happens, go to sleep anywhere that triggers sleep scenes (ie, not the inn in KM) and you'll have a dream and unlock Summon Talsenne.

If we didn't take the teardrop when we were at the temple, does that mean it's lost forever to us?

Considering that you can't go back to that area after the quest is over, very probably.
