I was doing the quest, and im doing a hard (for the most part) personality run, i got 3/4 them on board but decided to have fun and humiliate this last one before getting that special one next to the taxi site. I humiliated them in front of their people, i forgot to undo that and kept going and ive been trying to get them to spawn to no avail. and i don't have a recent save to prior that moment without losing tons of progress.
