How do I find arona and get into the war camp?

You need to have the Orc tribe talk with Garret before you walk into the foot hills. After that it’s random encounter
Not entirely, the skull icon you get in the bottom corner of your minimap is moreso a warning “hey, you kinda don’t have the right level to be here, but if you wanna get your cheeks clapped that’s on you“
Arona does have a level requirement actually, she won't appear until you're at least 3. You need to not only encounter her warband but either beat her or be beaten by her until her invisible dom/sub meter hits either its minimum or maximum score (see the details here), which then determines her interactions with the Champ going forward. Once you've hit that point, the next time you encounter her she'll explain her plans to you and you'll be able to sneak into the warcamp.

Sorry, didn’t realize the option was there, as for the level requirement: I never noticed them because I typically grind most of my time in the forest and harvest valley hard before taking on boss battles. I was at least level 3/4 before I went after Alrune
