How can I go through a group of golden soldiers

Hi guys. Please I need help. How can I go through a group of golden soldiers on the way to Gildenmere. It`s looks like the only way to Gildenmere but I dunno how. It`s says that I need some sort of pass... Im already completed the main quest.

You need to get a pass. You can get one from the embassy in the DMZ, right outside where you got your Red Myr pass from.

Don't they explicitly say that they are in the embassy?
