have anno recruited. talk to her about her relationships. meet her at the bar on tavros station. that will allow a 3some withe kaeda and kick off a series of random encounters with kaeda

There's a chance Kaede can show up at Tarkus as well, if Anno is still running the SteeleTech shop.

Kaede can also spawn on Myrellion, but I'm not sure exactly how that's triggered.

If Anno is running the shop on Tarkus and you've asked her about relationships/threeways, Kaede can show up there. When Anno is on your ship, Kaede can show up with Anno in bars. After having one three way, I believe, Kaede can show up on New Texas and Myrellion for some talking/sexing.

Astra isn't Steele's half-sister, don't know where did you get that from. She's Shade's daughter, Victor's granddaugther and Steele's niece.
