I want to use a Warrior tank build with spell support. Warrior to negate the "heavy" equipment penalty. As background Noble Scion, so I can level Willpower (should work?) As for race, I don't know yet. Playing on normal difficulty

Stats: Presence, Willpower, some Agility some Toughness, Ignore cunning/strength (Tips appreciated)

Weapon: Control rod, best onehanded mainhand catalyst, suggestions?

Shield: Shield of brawn, other shield?

Helm: Helm of heroes

Rest: Heavy armor, suggestions for rings, capes etc.

At-will: Shielded stance

Encounter: Summon, probably flame dancer, anything better?

Recharge 1&2: Don't know at all. Not planning on using a companion for heals. So here are some thoughts:

1. group heal + bless: Can't do dmg myself

2. group heal + primal scar: debuff resistance for kiyoko, flame brienne

3. crackle powder + arc cannon: The control is not ranged, but swapping weapons doesn't cost a turn, so I can swap the metal wand for crackle powder and back to the rod for dmg.

4. group heal + celestial smite

5. any suggestions, I know some moves are only learnable with mirrorstance. Iirc the Avani rider had a pretty good lightning one

Companions: No clue. I need the heavy hitters, even if they are squishy.

Feel free to give any suggestions. But I will use the warrior class with shielded stance. As for why use willpower instead of strenght: Most support powers scale with willpower. The heals, stuff like bark skin etc.

If you're not planning to use a companion for healing then I recommend Group Heal + Shield of Light as your recharge abilities so you can sustain yourself more easily and generate threat more easily.

For companions Kiyoko has an ability the lessens her threat gain, and her Calamitous Seal attack both silences foes and negates buffs on all foes. Physical Brint/Brienne is a very simple character, but is also really good at dealing damage.

For shields and armor Mail Cuirass and Tower Shield are among the best physical defense equipment. Champ's Belt is also really good defensively, since it gives 10 Penetrating and Crushing resist.

IMO you don't need Presence and can safely make it your dump stat, since without your Champ providing damage and especially with them being a dedicated tank/healer hybrid, your gameplan for most fights shifts towards gradually grinding the enemy down. Which means that you don't really need boosting your companions' damage/healing output.

I'd advise you against picking Control Rod as your main weapon, since IMO the downside of lowering Evasion isn't completely balanced out by extra Spellpower and spell crits when you aren't using both stats for offense.

Group Heal is pretty underwhelming when it comes to spot healing, and definitely not enough to keep your party on your feet if you have no other healers. You can supplement it with Shield of Light - or, as a less obvious solution, you can sacrifice your at-will slot instead, setting Heal into that slot (Great Heal at level 6). As the main healer with Veteran perk and heavy gear, you should generate enough threat and mitigate enough damage even without Shield Stance, and in this build your heal is always ready to react to enemies' damage surges. Being able to work Bless into your set of powers is a nice bonus on top.

A summon encounter Power can work, but personally I'd pick something like Bull Rush or Garotte, to allow you a crowd control and damaging tool to deploy as needed. Both have a pretty high base damage, so even without buffed strengh they remain useful. Smite Evil is something that is nice to have in your back pocket to bust out against demons.

Unbreakable ultimate power is a must if your Champ is your main tank.
