1 point of Willpower is 0.2 Lust Defense (5 Will = 1 LD). To raise Willpower, you can train with Ramis or Mirrin. In fact, you probably want to do some Stat training in general. I'm guessing part of your problem is an inability to finish a fight quickly enough. You really do want to max out your primary attack Attribute (which I'm guessing is Aim). And Intelligence, since you're a Tech Specialist. Paralyzing Shock and Overcharge's Stun chance is based on your Intelligence compared to the target's Physique (+ a random amount).

Use Armor with Lust Defense like Atma Armor.

If you have a negative total Evasion, you take 3% more damage for every point below 0. I don't know if that also affects Lust damage. If you haven't already, you may want to buy the Rouser to offset the Ramshackle Power Armor's Evasion penalty.

What are your Perks? Do you have Easy or Lusty Afterglow?

Are you lactating? In my experience, the Milk Thief uses Tease attacks more vs a lactating foe.

I don't have either of those perks you mentioned, and i use the ramshack just so i can use the hailstorm (which i only got recently), i can use my older setup with the prototype shield and HL bodysuit if thats better. But even then everytime i face the milk thief and they use a lust attack i gain a looot of lust, like multiple instances of it after 1 turn

You definitely want to train Willpower, and probably Aim and Intelligence.

Alternatively, try wearing an Airtight Armor. It should protect you from her Ero Gas attack. Unfortunately, she has a Corrosive Attack to remove Airtight. It might buy you some time, at least.
Or beat up the Gabilani Chemist until she drops the Chemist's Coat Accessory. 50% Drug and 25% Corrosive resistance.
There's also a rare drop: Dhaalian Nurse, which has 30% Drug Resist and 50 Shields. However, in testing, I had trouble getting any Rare drops at all on Dhaal in 0.8.106. Bug or bad luck?
Chemist's Coat definitely drops, though.

If you don't have the Inhuman Desire perk, you could try recruiting Yammi, then uplifting the Pexiga. That will give you access to the Doll Maker. Use IQ-Bgone: Big Dose for Inhuman Desire (+15 maximum Lust). This will decrease your Intelligence by 5, but you can make up for it by talking with Syri, playing 4D chess with Semith (1/day) or Wingman (Play Straight) for Kiro. Syri is the fastest.

By the way, Power Armor weapons can be used without Power Armor if you have 40 Physique.

How long do the fights with the Milk Thief last? I've found it's better to just quickly and decisively win than it is to defend.
